User 'JOHN' cannot be created because user 'John' already present
Issue description
The programmatic creation of a user account for the username "ABC" fails becaus there is already a user named "abc".
Developer comments
There is currently a mixup regarding case sensitivity regarding user names.
It should not be possible to have to user accounts 'John' and 'JOHN' in one store. So given the situation that user 'John' exists and 'JOHN' is created, the actual new username should be 'JOHN 1'.
