File needs edit rights although not edited in form

Issue description

Given a file topic type TT1 and a connected topic type TT2. A user group UG1 owns the right to create instances of TT1, but lacks the edit right. When a member of UG1 wants to create an instance of TT2, the creation fails because of the lack of edit rights for TT1. But TT1 is not edited, only associated.

Workaround

Add the edit right for now.

Developer comments

This is difficult. A file topic is created during the upload request and then saved again while still new with the form data. This causes the rights check to recognize it as "old" and consequently deny editing without the respective rights.

Given a file topic type TT1 where user group UG1 has the right to create but not edit, the form will behave strangely. The file will be uploaded sucessfully, but after the upload the user will see an error message, since the subsequent save request is considered an edit already since the file has already a system id.
