Locating subjects by topic references no longer works for absolute locators
Issue description
Appending a topic reference to a store URL should redirect to the subject page of the referenced subject (given the subject is present). This no longer works when the topic reference contains "http://" since Topincs never receives the corrector locator. The multiple slashes are collapsed by the rewrite module into one slash, thus: "si:http://abc.com/24" becomes "si:http:/abc.com/24".
Developer comments
Do the web standards allow to simply include an URL in another URL (or is it necessary to do some form of escaping. The topic reference occurs in the path section of the URL. There the SLASH character has special meaning. So most likely the answer is no.
This works again. After failing at resolving the single slash topic reference it augments the slash and tries again.
