Reusing a ticket URL causes rights insufficient error

In most cases this works without a problem. Under very special circumstances, the error occurs:
* The user group needs a restricted syntactical access configuration (see test case).
* The user group needs a custom start page.
* The store needs to be deny all to unauthenticaed (requires login, no public access).
In this configuration, a url with a ticket fails, but not any url, only to the store url. The access on the second request is denied because of syntactic access error. This is strange, because the unauthenticated user has the right to syntactically access this url.
