Overriding of language Content-Negiotiation
Issue description
If the content of a store is only available in one language, it must be possible to override the user interface language and label selection to that very language. Currently it is not possible to create a uni-language view, because contet-negotiation always happens for the UI and for the labels of the system topics (e.g. Description).
Developer comments
I am not sure for which pages this should happend. I am tempted to allow the overriding only for the web view of the store content and leave in the Wiki and the Editor everything as is.
It is possible to specify the parameter "store.languages" in the store configuration. If the parameter is not present everything is like it was up to now. If it is present certain pages (index, subject, search, tools, ontology) will use only the languages specified in the parameter and therefor a mix of languages can be avoided.
