Display occurrences in current language only

Issue description

Currently only the topic label reacts to the language preference of the user. Make it possible that occurrences (and possibly names) can be declared to only be listed in the fact sheet, if the current language is present. Occurrences scoped in other languages are not displayed.

Developer comments

The admin will have to set a display property (e.g. Language sensetive in fact sheet) in order to declare an occurrence type or name type to behave that way. Consider making this statement scopable by user group in order to allow the admin to see all names, but unauthenticated only the "one".

Decided against scoping. When editing, the flag is anyway not effective. In order to use this new feature one has to edit the occurrence type and set _Language sensitive_ to _yes_.
