Configuration of the base dir of the cache

Issue description

Currently the base dir of the cache is automatically set to TOPINCS_HOME/tmp/cache_lite. This folder cannot always be created by the Apache user, so allow the configuration of this location in topincs.ini.

Developer comments

I added another configuration parameter to topincs.ini which takes care of the mode the directory is created with.
