Rights to topic type creation
Issue description
It should be easy to allow unauthenticated users to create certain topic types.
Developer comments
It is now possible to assign instance creation rights on the page of the topic type to any user group including _unauthenticated_. In order to make it work for unauthenticated users, the URL regexp matching configuration must be modified: the %deny FORM% rule must be altered to %allow FORM% and moved before the denial of POST and DELETE:[%[si:http://www.topincs.com/topincs/usergroup/unauthenticated]

deny ADMIN
allow |.*|%]
If a topic type has no user groups specified, the following applies:
* unauthenticated users may not create anything,
* ordinary users may create domain instances, and
* admins may created anything, in particular schematic instances.
Since unauthenticated users do not have an user name, 'System' is used.
