Issue description
There is a few things that still can be done better. All in all it should be possible to get rid of three more requests cutting the number from 10 to 7.
Developer comments
Result before (server cache filled, client cache empty):
* Index: 9 requests, 121KB, 752ms
* Ongoing: 9 requests, 121KB, 784ms
* Topic: 10 requests, 126KB, 1002ms
* Form: 12 requests, 227KB, 1036ms
Pages load approximately *150ms* faster after getting rid of 3 HTTP request.
Result after (server cache filled, client cache empty):
* Index: 6 requests, 119KB, 572ms
* Ongoing: 6 requests, 119KB, 578ms
* Topic: 7 requests, 125KB, 778ms
* Form: 8 requests, 225KB, 1008ms
After another round 2 requests could be saved, by inlining the WOFF file in CSS and by prepending the topincs.base.js to each page type specific JavaScript file.
*So it is down to page, one CSS, one JavaScript and one dictionary. I think that's about it.*

* Ongoing: 4 requests, 118KB, 570ms
* Topic: 5 requests, 124KB, 744ms
* Form: 6 requests, 224KB, 1006ms
