Provide subject indicator pages for PSIs
Issue description
Improve the support for PSIs: it should be possible to assign a PSI to a topic in the HTTP scheme which subsequently will provide a html document on a GET request which describes the subject the topic represents, so that some people have a good chance to reuse that PSI without messing up the whole thing.
The minimum information any such page should contain:
* This is a subject indicator page for this PSI
* The subject has these names (varies based on accept-language)
* The subject has these descriptions (varies based on accept-language)
The URL must be below the URL of the store (topic map). It has to be checked for uniqueness.

Can the user choose the URL or is it assigned by the system?
I am currently pursuing the idea that any topic gets a simple page at storeurl/systemid. Additionally the user can assign a simple string S (which is unique within the store) to a topic and it will be retrievable via storeurl/S. Numbers only strings are not allowed. This page is almost completly server generated.
All topics now receive on a topic map export an automatic subject identifier which is simply storeurl/systemid.
