User names with special characters cannot login on Windows
Issue description
If either user name or password contains non-ASCII characters login fails even though the user types the correct credentials into the browser authentication dialog. This is only true for Windows computers. It works fine on Ubuntu and Mac OS X.
Developer comments
The problem is that the server assumes the credentials are UTF-8 encoded, but a Windows client encodes them in ISO-8859-1.
Solved with the help of %mb_detect_encoding% and %mb_convert_encoding%. Tested under Firefox and IE under Windows 7 and 8.
