Outsource the meta statement into a separate db

Issue description

For every item there is the following information stored in specific columns in the database tables: * creation timestamp * creation user * modification timestamp * modification user * creation tag These columns should be dropped and the respective statements should be migrated into a separate topic map schema (meta_%storename%). the timestamps and creation tag should become occurrences and the user statement will be an association.
