Editing scope in the wiki
Issue description
Editing of scope in the article pane should be possible via the context menu.
Developer comments
The client should ask the server which topics are common for a statement of this type, so no extension of the "ontology" is possible. Use the Editor for that. Then they should be displayed in a select box. If the current language is in the selection it should be selected.
The server does not only return the actual scoping topics, but all topics which are of the same type as the actual scoping topics.

I improved the select box for the scope selection so that it is grouped by type and sorted by name. The scope is set in the statement, but the change is not recognized by the editor.

* I implemented the remaining functionality so that editing scope is possible. It was very easy to make it work with the edit pane infrastructure (revert, save).
* I internationalized all controls.
* The only remaining issues are regarding style and usability.
