Arbitrary order of topic types on the start page
Issue description
It should be possible to order the topic types arbitrarily.
Developer comments
In the final rendering of topic types the value of "Initially hidden" should override this list.
Topic types which are not mentioned in this list should be added at the end alphabetically.
