Speed up range retrieval
Issue description
Range retrieval is painfully slow on topincs.com.
Developer comments
The topic proxies are fetched without subject identifier and locator so that saves some SQL statements, but range retrieval remains slow.
There is also a significant difference between the development machine (being faster!!!) than the production machine. Some SQL statements that take 0.02 s on dev take 0.15 s on prod while all other statements are compareable. Hmm.
The delay seems to be caused a long NOT IN blacklist which makes sure that no non-domain topics are selectable, see [2603, this issue]. I confirmed this as well by appending %meta=1% to the URL where the .range request takes *0.5 seconds where it takes 7 seconds* without %meta=1%.
Rejection comment
An MySQL server upgrade sped up the range retrieval from unusual 7 seconds to 1.5 seconds for the fairly complex enhancement form in this store.
