Prefer unscoped name from other perspective
Issue description
If an association type has only two names: one unscoped and one perspective name, then from the other perspective the unscoped name should be preferred.
Rejection comment
This behavior cannot be improved. A name that is scoped in a language should be preferred over an unscoped name. The solution is to put the neutral name in the language scope. Currently this is only possible in the wiki. It is necessary to force names of schematic topics, in particular statement types and topic types, to be scoped with language.
