Missing search right for a single subtype causes problems in index and form

Issue description

Given a topic type TT1 (not abstract) with sub types TT1a and TT1b. If a user group misses the right to search TT1b, there is two problems arising: - The index of TT1 cannot be accessed and fails with an error: invalid search. - Paragraphs in the form are missing.
