Arrow selection in search

Issue description

In the index and in the header search it should be possible to select a topic by using the arrow up and down keys. This should have no effect on the focused element. Thus the user can still change the search input field and quickly select something without tabbing through the other input elements between. A similar mechanism is already in place in the extended selection dialog.
