Ignore invalid constraints in the API of a topic type

Issue description

A partially invalid topic type used to be totally unusable. All code that used the API of that topic type did not work. It should be possible to simply ignore the respective constraints in the API. This would allow code that does not use methods of the corrupt parts to remain fully functional.

The background here is that in a grown system there should be no risk for introducing errors by adding new constraints to a topic type.
