Allow duplicates in rearrangeable paragraphs

Issue description

It is an error for a topic to have two occurrences of the same value (and type). The form prevents entry by marking both statements as duplicates. This applies to names and associations accordingly. This is important and prevents the data entry errors. But when a paragraph is declared rearrangeable, the situation changes and multiple occurrence with the same value start to make sense, e.g. a simple illustration of a rhythm or reoccuring patterns, ABABAB, ABBAABBA, in which each letter would be the value of an occurrence.

Developer comments

Only the form is a problem here. The rest of Topincs does not care about duplicates.

This applies to associations as well. And consider to allow duplicates in general if the statement constraint is declared respectively, not only in rearrangeable.
