Statement position number in rearrangeable paragraph in form

Issue description

If a paragraph is rearrangeable, the difficultly to rearrange with drag and drop increases with each additional statement. Also moving a statement over large distance becomes a journey over several drag & drops since scrolling is hard to impossible when dragging something. A visual represenation of the index of a statement not only helps for orientation within the paragraph (where am i?), but also with allowing the user to swap items with two clicks.
