New general command: topincs lift

Issue description

The backup of a store can be lifted meaning no matter what Topincs version the backup was created, it will run under the current one.

Developer comments

There is numeruous backups that were built with older Topincs version. One part is in the unit tests, the other part is retired stores. The prior are lifted regularly, since they are the basis for the unit test. The later only occasionally. It would be neat to do the lifting with a simply command.

This happens during a lift: * create-store * impsys * backup-store * remove-store

During a lift the store log should be rerouted to the topincs log.
