Allow more than one topic type to define the range of scoping topics

Issue description

A scope constraint according to the TMDM currently only has a single topic type defining possible scoping topics. But by removing the requirement of topic types to be role types (no more mutlityping) it becomes necessary to allow more include "topic type" in that specific scope constraint. This is currently no possible since the maximum cardinality is 1.
