txt returns label in wrong language when passed topic reference

Issue description

Given a monolingual store in language L1 which creates documents in multiple languages L1 and L2. A service uses lang to switch to L2 and within processessing there is a txt call that does not use a text key but a topic reference to use the label of a topic T1. T1 has names in various languages also L2, therefore we would expect that to work. But it does not. The label returned is in L1.

Developer comments

This is a problem with the implementation of the txt function. It just looks for the label for efficiency reasons and the label (in the label table) is only present in L1.
