Values not set when custom JavaScript code is run in form

Issue description

The api form is not completely setup when the custom JavaScript form code is run. In particular present values are not present in the api form, despite editing an old topic.

Developer comments

It is currently necessary to use a setTimeout to restrict the options to a whitelist in some select depending on the value of another select.
