Framing mails
Issue description
While the Topincs store has a consistent look and feel and it is also fairly easy to adjust in style, mails are rather hard to implement and the general emails (user management and upcoming comments) are only available as plain text.
This should change so that outgoing emails, including the general ones, are recognizable in its colors, spacing and font from which system it stems. Therefore we need a mechanism to edit a "mail frame" and to apply it to HTML mail content.
Developer comments
This can already be done by simply using a template, but it is still difficult to get the style of the store transferred to the mail and the general emails are uncontrollable by the administrator.
I think there is two parts to the solution:
* there should be a new general source code file, a PHP template called %mail_frame.html.php%
* there should be a global function %mail_frame% for appling the frame to some HTML content
