Topic reference list in compound constraint is invalid if topic from module
Issue description
Given a compound constraint CC that is imported as a piece from module. If CC is edited it shows a invalid argument order which means that at least one of the constraints in the argument order does not belong to the topic type CC applies to.
Developer comments
The differs from other compound constraints since the topic reference list that holds the argument order uses the subject identifier topic references. It is then resolved by the client and in this resolution process the ids are string values. Most likely.
The topic reference conversion in the whitelisting for topic reference list was lazy, just assumed that the topic references are the dynamic subject identfiiers of the local store. But in case of the module the topic reference list holds the topic references of the origin store.
