Dead running jobs remain undeleted and create phantom overload

Issue description

The Topincs job runner executes by default a maximum of 10 jobs simultaneously. For unknown reasons which do not really matter some running jobs never finish and remain in the running status forever. Now if the number of such phantom running jobs increases over time, the job runner asseses the current work load wrong and pauses without a reason.
