Programming interface not uptodate after creating new association type

Issue description

The programming interface is only updated after a new association type has been edited, which normally follows right after the creation via the respective service. The forms of the involved topic types is uptodate, so it is most likely that the response cache is not cleared.

Rejection comment

Could not be reproduced. This happend during remodeling an association type between two topic types TT1 and TT2, leaving it at TT1, but moving it from TT2 to TT3. This is a rare case and i am not sure whether this has anything to do with it at all. This has never surfaced before, also the response cache is emptied on every POST. This cannot be the reason.
