Isolated freezing without any other modification is not a touch

Issue description

If a topic T is just frozen but otherwise not modified in a service S the modification timestamp is also changed. I am unsure whether this is correct. The problem in the case at hand is, that a chore executes S. So the freezing user is "System", but the modification user remains unchanged which is confusing because respective user did not touch the topic at this time.
