Capture form state of a new instance of file topic type yields grey form

The prefill URL shows "file=-1". I do not think there is any use for prefilling a file, since it needs to be present by value on the client.
Ignoring this paragraph from now on.
No longer ignoring it, since it plays a significant role in offline storage in PWAs. Therefore the file paragraph is captured as -1, but when the prefill is evaluated upon loading the form it no longer causes the error described in this issue.
