Chores should run under system user
Issue description
Currently chores run under the user which created them, but this is misleading. When a topic is created by a chore, it should be clear that it was not created with the form by a human user, but rather by a script running in the background.
Developer comments
In this particular case the jobs of the long running chore were executed as Admin until a couple of days ago.
The username of the job is currently inherited: username of job n + 1 = username of job n.
If a job is scheduled for a chore, the executing user is now always %System%.
