Absent right to search counter topic type should no longer break form
Issue description
Given two topic types TT1 and TT2 which are connected by an association type AT1. If a user group has the right to create TT1, but not TT2, the form for TT1 currently fails with a rights insufficient exception. This should be changed, the form should simply exclude the respective topic role contstraint.
Developer comments
This will make it less error prone to restrict the search right. Currently one has to be afraid that the form will cease to work for some user. With the proposed change, it will simply miss a field.
Strictly speaking it is not the form that fails but rather the range request.
