Implicit style dependencies in HTML service part hurts module
Issue description
When a module contains a HTML service, the custom.css is implicitly included, it is never actually included in the respective service, since it is convenient in the editor to have it readily available without having to go to the general store code. But when it comes to a module, this just draws in unnecessary pieces potentially leading to missing pieces which need attention.
