Topincs should do the store routing
Issue description
Currently Apache figures out the store that a request is directed to. This should be done by Topincs.
Developer comments
Turns out that this is actually quite simple. It will work well and make the Apache configuration easier. Only the Topincs specific apache configuration is affected. So it reduces complexity.
