Avoid flood of emails when error in label rule
Issue description
Since the big refactoring, emails are sent when a the evaluation of a label rule throws an exception. If there is 200.000 topics, this means 200.000 emails.
Developer comments
This applies in the same manner to computation rules, but there it is handled better. When the administrator changes the computation rule, the exception is not caught but reaches the client where the message is displayed.
Now only the first runtime error per code fragment in the label rule is logged and emailed. A label rule has many code fragments for labelling dependent on language and perspective.
