File archived at the command line is unreadable until the next check
Issue description
A file that is either archived on the command line or enters the system through in a job is unreadable because of incorrect permissions until the next check is performed. When downloading such a file directly there is the error page says: something is wrong with this file, for security reasons it is not transmitted.
