Tab menu in forms
Issue description
Some topic types are too complex to fit everything on a single fact sheet. Tabs help to partition this information. But the form currently does not have this. In order to switch to a different tab, e.g. when editing a topic type, you have to cancel the form, click the right tab and then click edit again. These clicks could be reduced to one if the views of the tab menu would be present in the form.
