Not possible to select all when extended selection is used in topic parameter
Issue description
Given a topic type with extended selection only. It is the sole extent of topic parameter with unlimited maximum cardinailty. In this case it not possible to choose "All". If extended selectioin would not be enabled in this case, the option "all" is in the select box.
