Service form remains grey

Issue description

The service form in rare cases remains grey.

Developer comments

This was caused by a slow retrieval of the options for a diverse topic parameter. The STRAIGHT_JOIN that was introduced when fixing [13708, this issue] backfires when instances of more than one topic type without a search string are queried.
