Saving runs out of time

Issue description

In rare cases the saving runs out of time in a system with more than 1 Mio topics. This is probably caused by the change in the label tables.

Developer comments

The actual saving only takes 500ms. The clearing of the labels takes very long since a single SQL statement which is used for determining the counter players of the touched topics and soft touching them (= clearing the response cache and the label). I am removing this statement and will confirm that no regression has entered. This code seems to be outdated. See also [13727, this issue].
