Tags in labels not escaped in form and service form

Issue description

Given a service S1 with a parameter P1 of datatype string and a value space with an entry E1. If E1 contains markup, the string displayed in the select box is not E1.

Developer comments

The fact sheet also gets it wrong.

This applies in general to the select box in the service form, also when a topic label contains a literal character reference, it is displayed as the referenced character.

Also affects the extended selection dialog.
