Commands to new store do not terminate

Issue description

Several executions of topincs command on the command line did not terminated within several minutes and it is unclear what is going on. One of the was a import-system-topic-map, another was create-user.

Developer comments

This only happens when the store is configured with store.lang=de.

This could easily be reproduced by setting up a new store, confirguring it to use German as store language and then running the command %topincs recompute-labels --system%.
