Flicker of notifcations upon load

Issue description

If a user has unread notifications, there is currently a flicker in the icon upon each page load. Initially the icon is displayed with the count 0 and only upon content show it is set the actual number.

Developer comments

The count is now invisible until it is set. This is better since it is not a 0 changing to 1, but still far from perfect. With notifications it is actually possible to render it directly on the server, but the this problem does not just apply to notifications, but also to the synchronization panel where the number of unsaved changes is displayed. This can only be decided on the client. So it is solved for now.
