Checking PHP configuration at Apache runtime fails

Issue description

On one specific machine the new config check fails because none of the stores acutally runs under the primary host name of the server. The check is implemented by simply iterating over the stores and the building (guessing?) an URL store from the configured topincs url and the path prefix. This works but only as long as at least one store runs under the primary domain.

Developer comments

The actual problem is that the respective configuration parameter [https://www.topincs.com/adminreference/82, topincs.url] lost/changed its significance over the years. It is currently only used to determine the store url when
