Date as string in excel

Issue description

If a table column expects a date it should be possible have the cell either contain a numeric represenation of the date in excel or a string representation. In both cases there should be a DateTime be returned or null if the string date cannot be parsed.

Developer comments

There was an additional change implemented with this: the returned DateTime used to be in UTC, but is now in the time zone configured on the system.
