After archive trigger not fired when file created with API
Issue description
When a trigger or a service creates and persists a file, the AFTER ARCHIVE trigger is not fired.
Developer comments
This could not be confirmed in a PHP unit test. Triggers fire as expected, correctly and completely.
Rejection comment
Also no longer could be reproduced in the case at hand.
