File in store despite exception in after archive trigger

Issue description

When a file is uploaded and in the AFTER ARCHIVE trigger a state exception is thrown, the file currently remains in the store and is not rolled back. Is this correct? I do not think this is corresponding to the behavior for a non-file topic.

Fixed for auto commit on which currently is always the case since the upload does not work otherwise.
