Meta/non meta topics in the system store

Issue description

Currently there seems to be a certain degree of fuzziness when it comes to the decision whether the topic identified by and id N in a store is acutally topic coming from the system store. It seems that only topics which have a meta subject identifier are considered as such, but actually also the languages and so forth a system topics and should return true in is_topincs_instance.
