Header behavior in remaining service form

Issue description

When a service produces a file that is downloaded to disk, e.g. an xlsx sheet, the service form remains visible to the user, but is deactivated the header in this case behaves strangely.

Developer comments

Remove the UI blocking since they form is anyway deactivated. The UI blocking was an early solution to the double submit problem, but the deactivation is better and works well with the header.
